Public opinion is formed by the publics level and type of education. Education is gained from information and knowledge. When information to the public is limited for the benefit of special interests, public opinion cannot be functional in a democracy nor for making an official representative aware of the actual constituent concern. Public opinion is created by the mediums of television, film, newspapers, magazines and radio.
