A Congressionally mandated National program to enable meanings of free speech unconsciously integrated into American psychology to be expressed through television directly by the public to the public. We get the impression that there is a free thinking, people and Earth friendly satellite company ready and willing to provide National distribution via satellite of information unregulated and widespread distribution of video expressions of American video artists/activists to the American people. Trendy logos, names, eight hundred numbers and voice mail with dish reception only and limited local down link to cable make the impression but there is no substance. If an American citizen produces a video that shares the fundaments of our American understandings they will only be able to share it regionally. There is no interconnectedness even to the degree that one public access studio will not have all of the phone numbers of the others in the state. When you find those others you will pay to air your production on their station, sometimes only once if they will talk to you.
Some access stations will not return phone calls or respond to mail inquiring into broadcast policy. What ever you say in your community will stay where you said it. Divided we fall.
Small cities have studios that require "video literacy" and demand that the access member develop expanded proficiency to be master of their own total video production. This is the norm rather than structuring the membership status to match the skills and schedules of the people in the communities by empowering people who have developed production skills with unique advantages of producer then encouraging them to produce the shows of members with ideas. The public access studio ends up a training facility for commercial video producers. When a member who has skills and puts time in on another members production expecting a reciprocal action from the member benefiting from the work then finds producers are too busy to a show and the member won't reciprocate anyway, no video gets made.
A single citizen is not empowered in any practical way to get innovation of free speech or expresion to fellow Americans. Groups using public access have no problem finding people to fill the technical positions required to tape a production. The cable providers want "slick" productions to create uniformity on the TV dial and show compliance to the congress by quality rather than quantity. Local governments collude with cable providers to "grease the rails" on mandated requirements of public involvement in the locally controlled access facilities and policies to the point of holding meetings salted with government employees then collecting their information and presenting the information as if it came from citizens who are interested in the process. Commercial television on children's shows or sitcoms often degrade the public access system and its productions. There are many Americans who have many good things to say but this system of public access television will not get them heard. We are placated by dysfunctional incomplete, non comprehensive uninforcible congressional mandate.
I feel like Americans cannot share their core beliefs and UNIFY opinion.
